Programme Overview

The Learner Artisan Programme is a three-year developmental journey that combines formal institutional training with extensive workplace exposure. The programme is designed to equip learners with both theoretical knowledge and practical competence in an engineering trade environment. Throughout the programme, learners will be mentored and supervised by qualified professionals, ensuring that training outcomes align with national standards and industry best practices.

Successful completion of the programme may enable learners to qualify for and attempt a Trade Test, subject to meeting all institutional, workplace, and regulatory requirements.

Number of Positions: 11 Learner Artisan posts

Programme Duration: 3 years (institutional learning and on-the-job training)

Training Outcome: Opportunity to attain a Trade Test Certificate

Purpose of the Learner Artisan Programme

The primary purpose of this programme is to:

  • Develop scarce and critical technical skills within the electricity transmission and engineering environment.
  • Provide structured training opportunities to unemployed youth and entry-level candidates with relevant academic backgrounds.
  • Create a pipeline of skilled artisans who can contribute meaningfully to infrastructure development, maintenance, and operational excellence.
  • Support national priorities around skills development, youth employment, and economic transformation.
  • Promote workplace readiness, professionalism, safety awareness, and ethical conduct among learners.

Through this programme, NTCSA seeks to empower learners with practical experience, technical competence, and workplace discipline, laying a strong foundation for future employment and career progression.


Minimum Educational Requirements

Applicants must meet one of the following minimum academic requirements to be considered:

Option 1: National Senior Certificate (Grade 12)

  • Mathematics: Minimum 50%
  • Physical Science: Minimum 50%
  • English: Minimum 40%

Option 2: N3 Engineering Qualification

  • Relevant N3 Engineering subjects
  • English: Minimum 40%

Option 3: National Certificate (Vocational) – NCV Level 4

  • Mathematics: Minimum 50%
  • Physical Science: Minimum 50%
  • English: Minimum 40%

Training Structure

The Learner Artisan Programme is structured to ensure a balanced and comprehensive learning experience:

1. Institutional Training

Learners will attend accredited training institutions where they will receive theoretical instruction and practical simulations relevant to their chosen trade. This phase focuses on:

  • Engineering fundamentals
  • Trade-specific theory
  • Safety regulations and compliance
  • Technical drawings and measurements
  • Tools, equipment, and materials knowledge

2. Workplace (On-the-Job) Training

Learners will be placed at NTCSA operational sites in Gauteng and KwaZulu-Natal, where they will:

  • Gain hands-on experience under the supervision of qualified artisans
  • Apply theoretical knowledge in real working conditions
  • Participate in maintenance, installation, inspection, and repair activities
  • Learn workplace discipline, reporting structures, and quality standards
  • Develop practical competence aligned to trade test requirements

Progress will be monitored through assessments, logbooks, and performance reviews in line with training regulations.


Location of Training

Learner Artisan positions are available in:

  • Gauteng Province
  • KwaZulu-Natal (KZN) Province

Applicants should be willing to be placed at any NTCSA-approved training site within these regions, subject to operational requirements.
