FORMER HOD AND CFO OF THE DEPARTMENT OF HEALTH APPEAR IN COURT FOR ANOTHER PPE-RELATED MATTER AMOUNTING TO 26.9 MILLION

The former Head of Department (HOD) of the Northern Cape Department of Health Dr Dion Theys (56), and the former Chief Financial Officer (CFO) of the department Mosimanegape Gaborone (54) have appeared together with other twelve co-accused in the Kimberley District Court, in another Department of Health Northern Cape PPE-related matter amounting to R26.9 million.

Other accused in this PPE-related matter are Director of Supply Chain Management Montgomery Lifa Faas (49), Deputy Director of Finance Victor Nyokong (39), Director: Administration Assistant of Supply Chain Management Siyabulela Booi (38), Retired Deputy Director Nursing Directorate: Communicable Diseases Elizabeth Dibueng Manyetsa (63), Assistant Director Directorate: Communicable Diseases Goitsemodimo Piet Moseki (50), Macronym 37 (PTY) LTD, Christopher Somandla Sibisi (40) Director of Macronym 37 (PTY) LTD, Cleopatra Norman, Administrative Clerk working for Macronym 37 (PTY) LTD; Macdonald Mampe (62) employee of Macronym 37 (PTY) LTD, Masedi Star (PTY) LTD a private company with limited liability, and Obakeng Samane (40) Director of Masedi Star (PTY) LTD.

The accused are facing charges of Contravention of Provisions of Section 86(1) of the Public Finance Management Act (PFMA), fraud, corruption, forgery, money laundering, uttering, and defeating or obstructing the course of justice. The case derives from a PPE contract that was irregularly awarded and paid to Macronym 37 (PTY) LTD between 11 March to 06 August 2020 by the Department of Health without following proper procurement processes. Eight of the accused were granted bail of R10 000 and three of the accused were granted bail of R2000 during their first appearance in court with conditions. The bail conditions are that the accused should surrender their passports to the authorities, and not intimidate or interfere with the witnesses. The case has been postponed to 29 January 2024, in the Kimberley District Court.

Dr Dion Theys, Mosimanegape Gaborone, Montgomery Lifa Faas, Victor Nyokong, Siyabulela Booi, Elizabeth Dibueng Manyetsa, Goitsemodimo Piet Moseki, are also out on bail in another Department of Health Northern Cape PPE-related matter, R16 million, that will be back in the Kimberley District Court on 16 October 2023. Dr. Dion Theys was also recently convicted and sentenced by the Specialised Commercial Crimes Court (SCCC), on a charge of Contravening the provisions of Section 86(1) of the Public Finance Management Act (PFMA), emanating from three leasing contracts amounting to more than R13 million.
