FORMER MUNICIPAL MANAGER APPEARED IN COURT FOR CONTRAVENTION OF MUNICIPAL FINANCE MANAGEMENT ACT

NORTH WEST: The accused Roger Nkhumise (52), appeared before the Klerksdorp Magistrate’s Court on Friday, 04 July 2025 where he faced a charge of Contravention of Municipal Finance Management Act.

It is alleged that on 21 December 2017, Nkhumise a former Municipal Manager at Matlosana Local Municipality appointed a service provider to design and construct bulk infrastructure and roads within Jouberton area. It is further alleged that the accused appointed the service provider without following proper municipality supply chain procedures. It is further reported that the tender was not advertised in accordance with the Municipal Finance Management Act (MFMA), and also the bid committees were not properly configured. The value of the contract was estimated at R110 015 734,70

A case docket was registered and handed over to the Hawks’ Serious Corruption Investigation team based in Klerksdorp for further investigation. After completion of the investigation the matter was submitted to the Director of Public Prosecution, and a decision was taken to prosecute the former Municipal Manager. The accused was arrested on 04 July 2025 after handing himself over to the Hawks investigating officers in Klerksdorp, and made his first appearance in court.

The case against Nkhumise has been postponed to 31 July 2025 for further investigation and he was released on R7000 bail.
