35-YEAR-OLD MAN ACCUSED OF TERROR FINANCING GRANTED BAIL
The Lichtenburg Magistrate’s Court has granted bail to Ziyahd Hoorzook (35), who is facing charges of terror financing. Bail was set at R30,000, with strict conditions: he must report to the Sandton Police Station every Monday, Wednesday, and Friday between 06:00 and 17:00, refrain from interfering with investigations or witnesses, and share his live location with the investigating officer.
Hoorzook faces multiple charges under the Protection of Constitutional Democracy against Terrorist and Related Activities Act (POCDATARA), including six alternative counts of contravening Section 4(1)(f)(ii) of the Act. Additional charges include contravening the Regulation of Foreign Military Assistance Act and the Firearms Control Act for failing to secure firearms as prescribed by law.
The State alleges that Hoorzook transferred R11,500 in cryptocurrency to a Bitcoin account linked to foreign military assistance provided to an organisation allegedly involved in terrorist activities. During a search-and-seizure operation at his residence on 3 October 2024, police discovered two licensed firearms stored improperly, contrary to legal requirements. Hoorzook was subsequently arrested on 3 January 2025 and remained in custody until his bail application.
In his bail application, Hoorzook, through his legal representative, argued that he is not a flight risk and has cooperated fully with law enforcement. However, State Prosecutor Rodger Mareume opposed the application, presenting testimony from the investigating officer. The officer highlighted concerns that Hoorzook might evade trial if released and referenced evidence linking his cryptocurrency wallet to a United States judgement, identifying it as one of 165 wallet addresses suspected of financing terrorism.
The case has been adjourned to 30 March 2025 for further investigation.
