STATE CAPTURE MATTER ACCUSED GRANTED BAIL

PRETORIA: Two accused, Jehan Mckay (47) and Zizi Kodwa (54) were subsequently granted bail by the Specialised Commercial Crimes Court sitting in Palm Ridge Magistrates court after they handed themselves over at Bramley Police Station to the members of the Hawks’ multi-disciplinary State Capture Task Team resorting in Serious Corruption Investigation environment, after warrants of arrest were issued on 4 June 2024.

The arrest of the pair was as a result of an ongoing investigation into corruption at state owned entities, and following recommendations by the Zondo Commission on State Capture. The two are to face charges relating to the Prevention and Combatting of Corrupt Activities Act as well as Prevention of Organized Crime Act. 

After the commission released the fourth report in June 2022, where several recommendations required that law enforcement agencies should institute criminal investigations, the National Head of the DPCI, established a State Capture task team to investigate identified matters. 

Amongst those recommendations, is a case involving Enterprise Outsourcing Holdings (EOH) which specializes in the provision of technology services to businesses, IT services, systems integration, software, industrial technology and business process outsourcing received tenders from various government departments.

Investigation revealed that during the period from 28 April 2015 to 2 February 2018, Mckay, then an executive on behalf of EOH enticed his Kodwa to gratifcation amounting to R1 710 000 for his personal benefit. The monies are reported to have been uiltilised for the purchasing of a luxury SUV and payment of luxury accommodation for Kodwa. 

The accused have appeared in the Palm Ridge Specialised Commercial Crimes court and were granted R30 000 each. The case was remanded to 23 July 2024

The National Head of the Directorate for Priority Crime Investigation, Lt Gen Godfrey Lebeya welcomed the arrest and indicated that the work of the DPCI investigators assigned to the State Capture Task Team and the Advocates from the NPA is commendable. The arrest of the two today bring the total number of those arrested by the DPCI in matters relating to State Capture to 29 which includes 21 natural persons and 8 juristic persons. The work is continuing. The other members of the DPCI shall continue to work with the Investigating Directorate Against Corruption in matters that are handled by that entity”.
